George Edwards and the Powerless Presidential Bully Pulpit : The New Yorker. A very interesting analysis on the power of the Presidential speech – essentially speeches don’t persuade anybody about anything, but they have to be done anyway. This is one advantage of the parliamentary system – as we see, the PM dictates the agenda and MPs don’t have much say.
